A1A Update - 2010 SBA Annual Meeting

OVERVIEW:
• The 29.8 million dollar A1A project encompasses 4.2 miles of State Road A1A extending from US Highway 1 to Blue Heron Boulevard.

• Allocated funding sources for the project include:
1. FDOT ~ $22 million
2. FPRA ~ $4.4 million
3. FPUA ~ $2.2 million
4. Harbour Isle Developer ~ $1.2 million

• The project construction was divided into four phases. These phases and their limits are delineated on the project map made available at the front entrance and are defined as:
1. Phase IIA (US 1 to South Causeway Bridge) – Construction completed December 2006.
2. Phase III (Blue Heron Boulevard to Gulfstream Avenue) – Construction completed December 2009.
3. Phase IIB (South Causeway Bridge to Bayshore Drive) including the Harbour Isle Roundabout – Construction underway with substantial completion estimated for June 2010 which is two months prior to the contract completion date of August 2010.
4. Phase I (Bayshore Drive to Gulfstream Avenue) – Construction commencement expected September 2010.

• The A1A improvements include the total reconstruction of the roadway complete with bike lanes, on-street parking, curb and gutter, sidewalks, drainage facilities, landscaping, irrigation, decorative street lighting, underground electric/cable/phone, water and sewer utility upgrades.

PHASE IIB(SOUTH BRIDGE TO BAYSHORE) AND HARBOUR ISLE CONSTRUCTION SPECIFICS:

• The construction of the drainage, water, and sewer improvements is 95% complete.

• FPUA Electric, AT&T and Comcast have completed the undergrounding of their facilities.

• Overhead lines have been removed with the exception of the services providing electricity to the existing street lighting. FDOT requires these lights remain operational until the new street lights are activated. All underground conduits for the street lights are in place and once the contractor has completed the curb and sidewalk construction the lighting contractor can begin setting the pole bases and street lights. The curb pad has been completed on the north side from the St. Lucie County Marine Center to Chuck’s Seafood and pouring of the curb is scheduled for next week with sidewalk construction to follow soon after.

• The contractor’s schedule indicates late April as a substantial completion date for the west bound travel lane. West bound traffic will then be redirected to the newly completed roadway on the north side and the excess 6’ of temporary roadway on the south side of the road will be removed allowing the contractor to complete the south side of the road. Once the remaining curb and sidewalks have been poured on the south side the landscaping, irrigation, and lighting will be completed.

• Now to the question everyone is asking…When is the Harbour Isle Roundabout going to be constructed? Although you will be able to identify the limits of the roundabout by the end of this month you will not see actual vertical construction until the westbound traffic is shifted north. As mentioned earlier this switch is expected to be completed the end of April so the roundabout wall construction should start in May.

PHASE I (BAYSHORE TO GULFSTREAM) PERMITTING AND CONSTRUCTION SPECIFICS:

• This final phase of construction has an approximate start date of September 2010, but this date is subject to change based on the FDOT permitting review time, right-of-way acquisition, and obtaining two drainage easements. Construction is expected to last 24 months.

• FDEP Florida Fish and Wildlife Conservation Commission (FWCC) and SFWMD Permits have been issued.

• Because of the limited A1A right-of-way width within this phase of construction periodic traffic delays are likely. There will be several traffic detours which include routing traffic on to Binney and Hernando throughout various construction phases. Local traffic will be allowed to access businesses and residential properties situated along this corridor of construction at all times.
